It's implied that Dr. Russell has been walking through miles of radioactive rubble. He finally finds a man whose health has significantly deteriorated, due to radiation. Dr. Russell and the man hug each other, as it's implied that they will both soon die. The picture fades to black, but before the credits roll, an ending disclaimer is displayed, which reads "The catastrophic events you have just witnessed are, in all likelihood, less severe than the destruction that would actually occur in the event of a full nuclear strike against the United States. It is hoped that the images of this film will inspire the nations of this earth, their peoples and leaders, to find the means to avert that fateful day."

Trivia: The US department of defence did not allow the producers to use stock footage of actual mushroom clouds so they had to rely on special effects of the time, which is why the clouds appear so fake. They also wanted the script changed to state that the Russians started the war.
