Continuity mistake: When Donnie steals Chuckie's clothes and glasses, Chuckie puts on Donnie's shorts and complains about his eyesight. But later in the movie, when he doesn't have his glasses, it seems he can see just fine. Then, when he gets his glasses back, he says something like "I can see again."
Spike: Could you give a dog a little warning? I'm trying to do my business here.
Eliza: Oh, I'm so sorry.
Spike: You know, it's funny. For a minute there, I thought I actually heard you talking to me. You talking to me? Are you talking to me?
Eliza: Yeah, I can talk to animals. It's a long story.

Correction: There have been at least 7 other Nickelodeon animated film with a PG rating (one was even PG-13) plus one with a TV-PG rating. For example, "Hey Arnold! The Movie", "The Wild Thornberrys Movie", and the SpongeBob movies.
