He actually handed the knife to the guy as a memento, not to frame him.
Question: It was revealed that the person who Laurie thought she killed wasn't Michael but somebody who Michael had subdued and placed his clothes and mask on. Why would Laurie be sent to an institution for this? She wasn't aware of the fact that she killed the wrong person until the mask was removed, and since the staff seem to know about her connection to Michael, wouldn't they consider letting her go since she was only trying to stop Michael's rampage?
Answer: At first impression, Laurie was catatonic not only from the shock of killing an innocent man, but also from a lifetime of being chased down by her murderous brother. She obviously knows from past experiences that nothing she does (including faking her own death) will stop Michael from finding her. It is later revealed she has been faking her mental issues (think when she has been hiding her regular meds in the raggedy Ann doll) and is committed only to stopping Michael, no matter what the cost. She may have also been trying to protect her son and the only way to do that is to allow herself to be institutionalized in order to lure Michael there.
Answer: It's not properly explained (nothing in this stupid movie is), but the implication is that she went a little crazy due to the guilt of killing an innocent man and was institutionalized.

Answer: I read somewhere that he changed his name to Zeke, or something. Relocated to Ohio, or somewhere. And started dealing drugs at a high school. He also had a thing with his English teacher, she bore a startling resemblance to a Bond henchwoman. He didn't seem to be dating Molly.

Answer: It proved that someone had been in the house after the last residents moved out, and quite recently, too. It is just another hint to the "contestants" that the show's producers have set up the whole thing.

Answer: I believe that Rudy was wondering why the posessions of a serial killer were still in the abandoned house that he grew up in. I believe he was questioning the authenticity of the items and suspected that they had been placed there for him and the others to find to make the show more interesting for the viewers. You'd think that his possesions would be examined by Dr. Loomis and maybe kept in an evidence locker or something. They did seem to give some insight into his mental problems. It's possible that A) They were fake and were placed there by Freddy, B) They were real and were placed there by Freddy, C) They were real and Michael "liberated" them from wherever they were being kept, or D) They were really just left there by the Myers family.

Question: What good would it do for Laurie to see Michael's face? She didn't see it in the first movie so how would she know what he looked like?
Answer: By this movie Laurie has been dealing with Michael for over 20 years. Michael had been institutionalized for a long time and Dr. Loomis had lots of files on Michael. There is no reason to believe Laurie hadn't read those files which would've included photos that would show what he looked like growing from a child to a young adult. Those pics would her a good idea of what he should look like as an older man.
Answer: Or maybe he's thinking that his mission to kill Laurie is done. He's been trying to kill her for a long time and succeeded. No need to continue, but when those kids invaded his house, the killing began again. No one goes into his house, but him.
